“The Public Health Agency of Canada (PHAC) requires access to cell-tower/operator location data that is secure, processed, and timely in addition to being adequately vetted for security, legal, privacy and transparency considerations to assist in the response to the COVID-19 pandemic and for other public health applications. Aggregated indicators derived from cell-tower/operator location data provide insightful information and allow for meaningful analysis on the mobility (or movement) of populations in Canada. These analyses and findings provide situational awareness and help inform policy, public health messaging, evaluation of public health measures, and other aspects related to public health response, programming, planning and preparedness.”
Discussion
This Request for Proposal (RFP) was revealed to me this morning and raised a level of concern for me.
If one reads the wording in the description of the RFP they are looking for bids to make available to the Health Department of the Federal Government secure data from cell towers in Canada to allow them to analyze the mobility (movement) of populations in Canada.
This all sounds analytical on the surface but does this not potentially give them the ability to track everyone’s movement in the country?
Conclusion
If one is not worried where this Covid-19 pandemic is leading us, they should be.
No government has the right to infringe on the sovereign right to privacy and security of person. Extract from the Canadian Charter of Rights and Freedoms.

6 (1) Every citizen of Canada has the right to enter, remain in and leave Canada.
(2) Rights to move and gain livelihood(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right
(a) to move to and take up residence in any province; and
(b) to pursue the gaining of a livelihood in any province.
Limitation
(3) The rights specified in subsection (2) are subject to
(a) any laws or practices of general application in force in a province other than those that discriminate among persons primarily on the basis of province of present or previous residence; and

Do they really have the right to put any system in place that can potentially allow them to track our each and every move? After all it could lead to them know every place we might go. It is none of their business.
